Lummus and SOCAR Advance Azerbaijan’s Downstream Transformation

A more competitive and future-ready refining and petrochemical sector

At a pivotal moment for Azerbaijan’s downstream sector, Lummus and the State Oil Company of the Republic of Azerbaijan (SOCAR) have taken a significant step forward in shaping its future.

During the inaugural U.S.–Azerbaijan Economic Dialogue held during Baku Energy Week, the two companies signed a strategic cooperation agreement aimed at strengthening the country’s refining and petrochemical infrastructure. The agreement reflects growing momentum in U.S.–Azerbaijan collaboration across energy, technology, and industrial development.

Under the agreement, Lummus and SOCAR will work together to develop a roadmap to enhance refining and petrochemical capabilities in Azerbaijan. The collaboration brings together Lummus’ process technologies with joint engineering and operational expertise to improve efficiency and performance across key assets.

“This agreement reflects a shared vision for modernizing downstream infrastructure through innovation and collaboration,” said Fadi Mhaini, Vice President and Managing Director, Middle East and North Africa, Lummus Technology. “Together, we aim to enable a more efficient and future-ready refining and petrochemical sector in Azerbaijan.”

Supporting Industry Evolution

The agreement comes at a time when downstream operators globally are navigating shifting market dynamics and increased focus on efficiency, resilience, and technology integration. Efforts to modernize infrastructure and adopt advanced solutions are becoming central to maintaining competitiveness.

Collaborations like the one between Lummus and SOCAR demonstrate how combining global technology expertise with strong regional leadership can help accelerate that transformation.

Looking Ahead

The partnership marks a meaningful step in Azerbaijan’s ongoing efforts to strengthen its industrial base while reinforcing ties with U.S. partners.

Mhaini added, “Lummus is proud to support this next phase of growth and innovation alongside SOCAR, contributing to a more resilient and competitive downstream sector.”
